ISSSTE

Background: State Employees' Social Security and Social Services Institute  (ISSSTE), is an institution devoted to improve the services provided to workers, retired workers or pensioners, as well as to their families, granting them several services including, medical, cultural, and tourist.

Mission: Provide services according to the expectations and needs of the population regarding economy, health, housing, education, and updating.

Problem: Due to the great deal of information generated inside ISSSTE, the institution faced the need to integrate the operational and administrative information of the Institute nationwide, to be able to make more efficient decisions. The information of each division, agency and delegation comprising the ISSSTE is stored in different geographic locations and in different databases, and therefore its analysis became inadequate, slow, and costly.

ISSSTE did not have a strategy for the integration of all information in a centralized manner, which allow for better control and analysis, thus their decisions were based mainly on previous experience and barely on the information generated by the Institute.

Solutions: An Institutional Decision Support System has been developed, together with the Financial Management System and the Institutional Statistics System. These systems have automatic access to the Institution’s transactional databases, including the following developed modules: Financial Statements, Expenditures, Investments, Budget, Budget and Programmatic Goals, Institutional Evaluation, Delegations, Medical Services, Working Program, Presidential Goals, and everything related to the operation of the Institute.

With this system it was possible to integrate all relevant information into one solution, which is in turn a great tool to improve management, operation and decision making.

Benefits: The benefits of the implementation of the Institutional Decision Support System in the State Employees' Social Security and Social Services Institute  (ISSSTE) are:

  • Consolidation of the information of each division, agency, and delegation of the ISSSTE in one application.
  • Improvement of the communication between divisions.
  • The consolidation of the information of the different divisions has been streamlined.
  • Ability to monitor the distribution and use of the budget (divisions and agencies).
  • Information analysis by top management is easier.
  • Report generation is faster.
  • Information available for analysis.
  • Timely decision making.
  • Ability to make estimates regarding the behavior of the main indicators of the Institute.
  • Ability to create different scenarios according to the needs of each top manager.
